The article explores the perspectives of Foucault’s notion of government by linking it to the debate on the ‘new materialism’. Discussing Karen Barad’s critical reading of Foucault’s work on the body and power, it points to the idea of a ‘government of things’, which Foucault only briefly outlines in his lectures on governmentality. By stressing the ‘intrication of men and things’ (Foucault), this theoretical project makes it possible to arrive at a relational account of agency and ontology, going beyond the anthropocentric limitations of Foucault’s work. This perspective also suggests an altered understanding of biopolitics. While Foucault’s earlier concept of biopolitics was limited to physical and biological existence, the idea of a ‘government of things’ takes into account the interrelatedness and entanglements of men and things, the natural and the artificial, the physical and the moral. Finally, the conceptual proposal of a ‘government of things’ helps to clarify theoretical ambiguities and unresolved tensions in new materialist scholarship and allows for a materialist account of politics.

m vorliegenden Artikel werden zwei mögliche Entwicklungstrends der zukünftigen Nutzung prädiktiver genetischer Tests untersucht. Das "konservative" Szenario zeichnet sich durch eine Begrenzung des Angebots und der Nutzung prädiktiver Tests aus, die durch Arztbindung, strenge Qualitätsmaßstäbe und eine enge Definition ihres (klinischen) Nutzens erreicht wird. Demgegenüber ist das "liberale" Szenario dadurch charakterisiert, dass die Nutzung prädiktiver genetischer Tests nur wenigen Beschränkungen unterliegt. Die beiden Szenarien werden dargestellt und vier wichtige Determinanten und Einflussfaktoren diskutiert, um auf dieser Basis zu einer be- gründeten Einschätzung der voraussichtlichen Entwicklung prädiktiver Gentests zu kommen.

This article explores the contribution of an ‘analytics of government’ to state theory. This approach takes up methodological and theoretical considerations that Michel Foucault developed in his lectures 0f1978 and 1979 at the College de France on the ‘history of “governmentality”’. The article argues that an analytics of government is characterized by three theoretical dimensions: a nominalist account that stresses the central importance of knowledge and political discourses in the constitution of the state; a broad concept of technology that encompasses not only material but also symbolic devices, including political technologies as well as technologies of the self; a strategic account that conceives of the state as an instrument and effect of political strategies. After presenting the three analytical dimensions, the last part of the article will compare this theoretical perspective with the concept of governance and with critical accounts of neo-liberalism. The article concludes that Foucault's work on governmentality opens up new directions for state theory.

Innerhalb der deutschen Soziologie wurde die Arbeit Michel Foucaults bisher eher verhalten rezipiert. Immer wieder ist in der Auseinandersetzung mit seinen Texten auf zentrale theoretische Defizite und begriffliche Verengungen der Machtanalytik hingewiesen worden. Im Rahmen eines Theorievergleichs mit Max Webers Herrschaftssoziologie auf der einen und der Theorie der Zivilisation von Norbert Elias auf der anderen Seite sollen in diesem Beitrag die analytischen Stärken der „Genealogie der Macht“ herausgearbeitet werden. Dabei wird die These vertreten, dass sich schwer wiegende Probleme der beiden Theorieansätze durch den Rekurs auf das Foucaultsche Konzept der Gouvernementalität überwinden lassen. Die Problematik der Gouvernementalität erschließt — so die weiter gehende Annahme — der soziologischen Machtforschung eine Reihe innovativer Forschungsperspektiven und öffnet sie für neue Fragestellungen. So far, German sociology has hardly discussed the work of Michel Foucault. One reason for this neglect is, that his work is regarded as suffering theoretical flaws and conceptual problems — an interpretation, which is prominent in the discussion of Foucault’s „analytics of power“. This paper presents a rather different view. The comparison of Foucault’s conception of „governmentality“ with both, Weber’s sociology of domination and Elias’s theory of the process of civilization shows, how this idea allows to go well beyond certain limits of the two classical approaches. over, the paper argues, that the conception of governmentality opens up new and important research perspectives as well as innovative theoretical questions to sociology. Jusqu’à présent, la sociologie allemande s’est montrée réservée à l’égard des travaux de Michel Foucault. Se confronter à ses textes est toujours ramené à des déficits théoriques centraux et à des rétrécissements conceptuels de l’analytique du pouvoir. Dans le cadre d’une comparaison de théories, avec la sociologie de la domination de Max Weber d’un côté et la théorie de la civilisation de Norbert Elias de l’autre, cet article entend dégager les qualités analytiques de la „généalogie du pouvoir“. Parallèlement, il fait apparaitre que certains problèmes présents dans les deux théories trouvent leur solution dans le recours au concept de gouvernementalité de Foucault. La problématique de la gouvernementalité ouvre à la recherche sociologique sur le pouvoir un faisceau de perspectives de recherche novatrices et lui offre la possibilité de nouveaux questionnements.

Während in Deutschland immer noch eine philosophisch-akademische und häufig stark polarisierte Rezeption Michel Foucaults dominiert, findet in angelsächsischen Ländern eine sozialwissenschaftliche und politisch orientierte Debatte seiner Arbeit statt. Im Mittelpunkt steht hier die produktive Aufnahme und pragmatische Weiterentwicklung seiner Arbeit, die jenseits der Philosophie eine eigenständige Forschungstradition in den Einzeldisziplinen hervorgebracht hat. Teil dieser theoretischen Foucault-Konjunktur ist eine Reihe von Untersuchungen, die im Anschluss an Foucault mit dessen Begriff der Regierung zu arbeiten versuchen: die governmentality studies. In dem Beitrag werden zunächst die methodisch-theoretischen Prinzipien dieser Forschungsperspektive aufgezeigt. Foucault konzipierte einen weiten Begriff von Regierung, der die wechselseitige Konstitution und systematische Kopplung von Machttechniken, Wissensformen und Subjektivierungsprozessen ins Zentrum der Untersuchung rückt. Im zweiten Teil wird im Rahmen eines Vergleichs mit Ulrich Becks Konzept der Risikogesellschaft das eigenständige theoretische Profil der Gouvernementalitätsstudien erläutert, die an Foucaults skizzenhafte und fragmentarische Ausarbeitung des Regierungsbegriff anknüpfen. Deren analytische Fruchtbarkeit für die Untersuchung neoliberaler Regulations- und Steuerungsmodi resultiert aus zwei forschungsstrategischen Entscheidungen: der Konzentration der Untersuchungsinteressen zum einen auf die Verbindungen zwischen abstrakten politischen Rationalitäten und den empirischen Mikrotechniken des Alltags und zum anderen auf ein Kontinuum von Selbst- und Fremdführungen, das von der politischen Regierung des Staates bis zu Formen von Selbstregierung reicht. Allerdings sind in der gegenwärtigen Diskussion auch eine Reihe von ungelösten Fragen und schwer wiegenden Problemen festzustellen, von denen zwei — die Rolle des Staates und die Konzeption von Widerstand — im dritten Teil ausführlicher behandelt werden. While the reception of Foucault’s work in Germany is still dominated by highly polarized philosophical and academic debates, his concepts and ideas inspired many studies in the social and political sciences in the Anglo-Saxon world. Part of this general theoretical interest are the so called governmentality studies refering to the notion of governmentality coined by Foucault. This articles begins with an outline of the theoretical principles underpinning this research framework. Foucault uses the concept of government in a comprehensive sense adumbrating the close link between forms of knowledge, power techniques and processes of subjectivation. In the second part follows a brief presentation of some subsequent work inspired by Foucault’s account. By confronting Ulrich Beck’s notion of risk society with the governmentality approach it will be demonstrated that this kind of theoretical perspective could be very useful for a critical analysis of neo-liberal modes of regulation. It links political rationalities to the micro-techniques of every day life and explores the field of the government which ranges from “governing the self” to “governing others” encompassing the state and civil society. Yet, there still remain unsolved problems and ambiguities, especially the role of the state and the question of resistance in the governmentality studies. These points are taken up in the third part of the text.

Abstract: Der Begriff der genetischen Diskriminierung ist seit den 1990er Jahren fester Bestandteil der wissenschaftlichen Literatur zu den sozialen, ethischen und rechtlichen Implikationen der Genomforschung. Er bezeichnet die Ungleichbehandlung von Menschen aufgrund vermuteter oder tatsächlich vorhandener genetischer Eigenschaften und wird strikt von Diskriminierung aufgrund von Behinderung und Krankheit unterschieden (Billings et al. 1992: 477; Natowicz et al. 1992: 466). Empirische Studien aus verschiedenen Ländern zeigen, dass Menschen in unterschiedlicher Weise von genetischer Diskriminierung betroffen sind. So wurde Stellenbewerbern mit dem Hinweis auf eine eventuelle spätere Krankheit die Qualifikation für einen Arbeitsplatz abgesprochen und die Einstellung verweigert. Ebenso kündigten Kranken- und Lebensversicherungen Verträge oder verweigerten deren Abschluss, wenn bei ihren (potenziellen) Kunden der Verdacht auf genetische Erkrankungsrisiken bestand. In anderen Fällen wurde Ehepaaren die Adoption von Kindern untersagt, wenn bei einem der Elternteile eine Disposition für eine genetische Krankheit vorlag. Erfahrungen genetischer Diskriminierung sind auch im Gesundheitswesen, dem Bildungssektor und dem Militär dokumentiert.
